“Officials in the town of North Providence, Rhode Island, are considering a proposal that would require owners of various bull breeds, including American Pit Bulls, Pit Bull Terriers and Staffordshire Terriers to obtain $100,000 liability insurance on each of these dogs. Acquiring this insurance is virtually impossible for owners of singled-out breeds. Owners would also be required to provide the town with a description of their dogs, information about where they will be kept, and other details. A draft of the ordinance is being prepared and notice of the ordinance will be advertised in the local newspaper when complete. A public hearing will be held April 3 in the Town Hall.The American Kennel Club (AKC) believes that dog owners should be responsible for their dogs and that laws should impose appropriate penalties on irresponsible owners. In order to be effective, such legislation should not single out specific breeds or phenotypic classes of dogs. Deeds, not breeds, should be addressed.The AKC has contacted the Mayor and Town Council members to express our opposition to the ordinance. We have also provided additional background material, including model laws that do not discriminate against breed types. Additionally, the AKC is working with local dog owners to defeat the measure. Rhode Island fanciers are encouraged to contact the members of North Providence Town Council to express their opposition and to attend the public hearing on April 3.”
